UN Office for Outer Space Affairs Assists Monaco in Space Law Drafting

A delegation from the United Nations Office for Outer Space Affairs (UNOOSA) recently concluded a visit to Monaco, aimed at aiding the principality in drafting national legislation for space activities. The visit, which took place from September 4 to September 6, 2024, falls under UNOOSA’s ‘Space Law for New Space Actors’ project, requested by Monaco’s Bureau of Space Affairs. This initiative underscores Monaco’s commitment to aligning with international space law, ensuring that its burgeoning space sector is built on a solid legal foundation.

During the visit, the delegation of international experts in academia, politics, and technology convened with Monegasque government officials at the Interministerial Delegation for Digital Transition. Talks centered on tailoring space law frameworks to Monaco’s distinct needs, aligning with the principality’s broader strategy to comply with major international outer space treaties. This collaboration highlights Monaco’s proactive approach in integrating cutting-edge sectors into its national agenda, enhancing its profile on the global stage.

Key Monegasque figures, including Frédéric Genta and Isabelle Rosabrunetto, welcomed the experts, reflecting the high priority Monaco places on digital and international cooperation. The discussions, particularly with Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation, and Ambassador Lorenzo Ravano, emphasized the critical need for a clear legal framework that is in harmony with international law to support the principality’s space industry aspirations. This move is particularly pivotal as space increasingly becomes an arena populated by a mix of public and private stakeholders.
